A Guide to Family, Business and Other Interests in Congress


This CD-ROM is a companion to The Rulemakers: How the Wealthy and Well-Born Dominate Congress, a book also published by the Philippine Center for Investigative Journalism. The Rulemakers tells the story of the Philippine legislature by examining the men and women who make up that body. It looks at their demographic characteristics (age, gender, education, profession), their assets and sources of wealth, and also their family lineage.

This CD-ROM is the most exhaustive database on the Philippine Congress and contains data that are not in the book. It has information sheets on all members of the House of Representatives and the Senate, beginning from the 9th (1992-1995) up to the 12th Congress elected in 2001. The profiles of lawmakers include their education and career history, assets and net worth, business interests, and political family ties. Also in accessible format are lists and rankings that show the trends of the various characteristics shared by the members of Congress, such as their business interests and family ties. Ties also shows how each legislator spent the discretionary or pork barrel funds released to them in the preceding year.
